Study on Application of Participatory Planning in Rural and Agriculture Development Project in the Lam Pa Chi River Basin, Kingdom of Thailand |

A regional master plan focusing on agriculture and rural development was formulated through participatory approach in the Lam Pa Chi river basin (2,500km2) where periodical flood occurs. The study aimed, at the same time, to explore better planning mechanism with the lessons derived from the actual planning and implementing process. The bottom up approach was, however, really a big challenge for the people involved, since top down approach had been, in general, the only way ever applied in this sector in Thailand. In the study, the needs of local people were analyzed first through a series of workshops in total 15 sub-districts, and development directions were defined by the stakeholders through a number of discussions in each sub basin. Then, drafted regional master plan was verified and finalized through the implementation process of pilot projects, which focuses particularly on irrigation development and agricultural extension. As the result, roles of the government agencies and the local people were successfully clarified and shared among the people for the better future. |
