Mindanao is a region with high potential for agricultural development, with high soil fertility and stable rainfall patterns. However, the population faces difficulties in accessing public infrastructure and support services, and this potential is not being fully utilised. Furthermore, the Mindanao conflict, which has lasted for 30 years since the 1960s, is still affecting the region and has created a lack of security stability within the region, contributing to economic stagnation. Against this background, JICA has been supporting sustainable agricultural development in Mindanao since 2003. In addition, JICA plans to implement the Mindanao Sustainable Agrarian and Agriculture Development Project (MinSAAD) from 2013 to support the development of agriculture and agribusiness. Since 2012, we collected and analyzed the information needed for the agribusiness support plan, particularly the changing trends in consumer needs in the technical cooperation project "The Study on Agribusiness Support for the Mindanao Sustainable Agrarian and Agriculture Development Project". Then, from 2015, we conducted the farm-to-market roads, bridges, irrigation facilities, post-harvest infrastructure, rural water supply and agricultural capacity building supports. More than 69,000 Agrarian Reform Beneficiaries (ARBS) in the targeted twelve settlement areas have benefited. The targeted areas are expected to become the model of small-scale farmers' empowerment and sustainable development in the agricultural sector. |
