The Lao government has set a goal of becoming a major rice exporter. The government aims to improve farmers' agricultural income through the commercialization and export promotion of rice by cultivating high-quality rice. The use of high-quality seed is essential for cultivating high-quality rice. Still, Lao farmers have a limited understanding of the benefits of using high-quality seed, and most farmers use seeds that they collect on their own. To establish a rice seed production system, the Ministry of Agriculture, Forestry, and Fisheries implemented the "Rice Seed Multiplication and Distribution System Improvement Project (RISEP)" with the cooperation of JICA, which resulted in the proposal of an appropriate seed growth and management system and the production of certified seeds. Eleven years have passed since RISEP was completed. While the situation has changed, this project analyzed the value chain of rice in the With/Post COVID-19 society, identified the potential for rice commercialization through rice seed development and management, and made new policy recommendations. |
