Nepal's land mass varies widely from mountainous areas to plains. In mountainous regions, the steepness of the terrain often makes it necessary to rely on human labor to transport goods to markets, and infrastructure development is essential to promote growth. As part of this, the Government of Nepal utilized the Japanese Government's grant aid to complete the 160 km long Sindhuli Road from the Kathmandu Basin, where the capital is located, to the Tarai plains between 1996 and 2015. In constructing the road, the Government of Nepal also prepared a comprehensive development master plan with support from JICA. One of the priority objectives of the plan was to establish a value chain of high-value-added agricultural products along the road to improve the income of local agrarian stakeholders. To achieve this goal, the project supported farmer groups in establishing market-oriented farming systems and enhancing their capacity to market agricultural products. In addition, following the devolution of the obligation to supply agrarian extension services from the center to the state and local governments through federalization, manuals were prepared on the division of roles and coordination between different levels of government to promote market-oriented farming systems. |
