The series of destruction in September 1999, which occurred days after the popular consultation, caused massive national losses of lives and properties. Under these circumstances, Sanyu Consultants Inc. assisted in the preparation of a Development Plan for reconstruction and execution of a development program in the agriculture sector for the whole of East Timor, and this Development Plan was effectively utilized for the formulation of East Timor National Development Plan with a five-year target from 2003 to 2007 in May 2001. The Development Plan was formulated aiming at no rapid increase in rice production of the country during short period of time, and at sustainable self-sufficiency of rice, and contributed significantly to a national strategy for food security of the country. |
